Maintaining a lower tech headcount = a nice backlog of jobs = more income for the repair shop.

Having run large dealerships for many decades, these were profit centers for us-- so we worked hard to meet customer demands.
Lots of ways to do this-- split shifts if building is the limiting factor, ordering parts when the vehicle comes in, so tech doesn't waste time waiting for parts, determining what work could be done in the parking lot so it didn't tie up a stall, etc.
IMO, long customer backlog is NOT good business.
