Shocks dont affect ride height. They affect bounce and to some extent, sway.
These era motor-homes weren't famous for great handling.
There are lots of aftermarket products that can help.
Steering stabilizers, HD sway bars, Davis Tru Track.
Ride height may load related or weak springs. Id start by getting all four corners weighted.
Check your tire age, too.
