If it was properly maintained while it was in storage then ... maybe but not at 20k. It doesn't even start - could be a LOT of different issues there. Most likely say with gas in the tank and engine that turned to varnish. Generator probably would need a complete overhaul as any gas in that unti would be varnish by now as well.
In short... maybe for a few thousand bucks because you will spend a lot of $$ and time getting it fixed to work properly. 18-20k? NO WAY.
