You asked for opinions because evidently this deal caused some queasiness in your stomach.
People who assumed the offer was legitimate offered up their opinions that this was a bad deal.
I felt the same. We have a friend of the family that was both an automobile and aircraft mechanic before he retired, and he has a huge garage, tools, knowledge and acreage to toy with used vehicles and RV's. This is a guy that had no hesitation to buy two used trucks and swapped out the entire body on one in order to make one good truck out of two shabby ones. But, in the 30 plus years I have known him, he has never messed with anything this needy in terms of a cash outlay.
Additionally, others pointed out that this offer was very likely bogus in its entirety.
In seems like you were really kind of hoping this deal would somehow pan out for you, but the consensus is that is not in the cards.
I have seen the same thing happen to friends of mine with automobiles. They came across fixer-upper deals that were so cheap they just could not pass then up. But, none of those deals ever worked out.
If you cannot start it, you cannot drive it. If you cannot drive it, how will you know if it even goes down the road in a straight line, let alone stop hen the road ends.
People were just honestly trying to convince you not to go forward.
