I had a similar problem. It turned out to be an inline fuse. Apparently the fuse that was placed inline was too small (5 amp). I replaced it with a 10 amp fuse and no more problem. This was also on a Power Gear system. I'm not sure where your inline fuse might be. Mine was up in the driver's side wheel well. It is just a small square box.
