Do you have a remote shut off valve? Check to see if it is on and also, if you do have such a valve, you need electricity to keep it open.
Actually there is an OPD on 'tanks'.....it is part of the 'Fill Valve' which is different then the 'Service/Vapor valve' which is just that a service valve.
OPD has nothing to do with restricting flow out....stops flow in at 80% capacity
Not many RVs use solenoids any more.
So OPs issue:
*tank is empty/gauge inaccurate (crack bleed valve to check for vapor)
*regulator stuck/failed closed (crack fitting on downstream side of reg to check for vapor)
*Excessive flow device in main distribution hose or installed in regulator fittings has closed (closing service valve...then slowly opening it can reset any excess flow devices in system
