If you have two brand new chassis batteries and it is still not cranking up, it has to be something wrong on the starter or solenoid. Tap the starter gently with a small ball pin hammer. Maybe the brushes got hung up. Also check to see if you have power to the starter while someone turns the ignition switch on.
