That alone should tell you that many of their members are popular places. Being busy indicates a pretty high level of satisfaction in the business world.
If it were not for the restrictions, there would not be any discounts. A park owner would be stupid to give half off during the Magnolia Festival (for example) when he was going to be full anyway and conversely would be just as stupid to get nothing from a site if it was going to be empty anyway. The parks come up with what makes sense for them and publish it. We just have to work around them a couple of uses per year pays for it and the rest of the savings are gravy for us.
