I have a 2004 HR Ambassador with a similar issue. The beeping on mine only happens when the road is wet. In a rain, it starts very softly and gets louder as the road gets wetter. When the road dries the beeping stops. There is a thread somewhere about this issue with some suggestions. I haven't been able to make any of them work on mine.
