It doesn't make sense to not start with what could be the cheapest solution first. ;)
X2 Weigh it as described above and make sure your toad is hooked up also.
In addition if you do not have at least 80% of the max rated weight on the front axle you will have severe handling problems. With your RV being 31 feet and the see saw effect of every pound behind the rear axle taking weight off of the front and the farther back that weight the greater the load taken off of the front axle I bet this is your biggest issue. Post back what you find.
