134a systems will NOT have a clear sight glass like Freon 12 systems. You cannot gauge full charge on the sight glass. Correctly charged 134a systems will still have a cloudy sight glass. 400 is too high. Indicating excess charge. Things to check for is the condenser fan system. On your Phaeton, does the radiator fan cool the condenser or do you have a separate condenser and fan? Doug
