Problem with hazard warning lights

I didn't mention checking the front headlights so I did and the bulbs are good. The little black box that I thought was the flasher, it wasn't. When I turned on the flasher, I could hear it clicking under the dash. In order to get to it or to see it, I have to take off the section of the dash to the left of the steering column. I also looked for Headlight Control Module as mentioned to be a little black box on the floor/firewall under the steering column. I hope it's just going to be a flasher that I have to replace. Thanks everyone for all the great suggestions. I'll let everyone know how this works out.
