Probably debris in the bleeder. Propane dealer likely knows what he is dealing with, but some will not fill if that valve is not clear, as a matter of policy. Unless really old, the fill valve has a overfill shutoff, but many people doing the filling will not rely on that and want to use the spitter valve to tell when liquid level is reached.
The valve can be replaced, but the tank has to be emptied.
