sometimes propane regulators freeze when there is some water in the system. A like example of this is your RV ref. and its charge of ammonia gas which when it goes from a higher pressure to a lower pressure gas absorbs heat and creates cold.
I would start by taking it to a propane distributor who can discharge the cylinder. at one time they had a chemical desiccate they could add to dry the system.
