Propane issues in 2015 forest river Georgetown

Seeing as it's a new 2015 MH propane tank.

First......did they have the propane tank purged/filled?
Have they checked that the 'vapor service valve' is fully OPEN
IF already open then fully close wait couple minutes and then SLOWLY open

Do they have a shut-off solenoid and is DC power on the LP Detector (Green light on)?
