Your local health department might want to inspect your truck, depending on how it is set up of course. If you will just have a freezer and or refrigerator, and be selling ice cream and candy, you probably will not need any inspection. However if there will be any sort of cooking or fresh food storage to be cooked, the inspection is required in most areas of the US.
Most RV's have rear axle ratio for power, not fuel economy. I know someone with a Astro van with a large passenger side window to sell ice cream as people walk up to the truck. It gets around 14 - 16 MPH as they only travel say 10 - 25 MPH most of the selling day.
I have a shuttle van based on the 14,050 GVWR Ford E-450 and is only 9,000 pounds empty. It gets 8 MPG on the freeway, less in city traffic. Most class C's come with the same V10 engine and 4 speed transmission. They get lousy mileage!
Also look at the passenger side window. It is out of reach for anyone less than 6 feet tall, yet from the inside, you will have to reach really low to greet that 6' tall customer. If they are kids at 4' tall, they will not be able to reach the window very easy, as the floor height is around 3' off the ground, and a normal delivery van would be 2', but the Astro van is only about 15" off the ground.
I figure that if you cut out the passenger window for a display and selling window, then that is the way to get the freezer into the RV. You will also want a 2,000 watt PSW inverter if you plan on plugging in the freezer while driving. Many just park the van, and plug in the freezer at night only.
I would recommend a Astro Van, or other minivan, for the better MPG, and large rear doors to get the freezer inside.
