Any silicone spray should be ok. Just so long as does NOT contain petroleum distillates. Armor all, STP Son of a Gun, CRC Silicone are a few. Try to find one that has a spray tube so you can aim it. There are also products made specifically for lubing valves, available online or in the RV shops.
The problem you're having is the stuck valve, so lets deal with that first. Its probably stuck from lack of use. If you think the tank side of the valve is dry, pour a gallon of hot sudsy water down the sink drain and try to get some of the same on the outside of the valve. The idea is to try and soften the crud holding the valve shut. Rotate the handle so it is in the same plane as the valve body. Make a tool- take a standard pine 1"x2"x2-3' long. Cut a notch in the end of the board about 1" wide by about 1 1/4" deep. This should fit behind the "T" handle of the valve. Carefully lever the valve open. Keep in mind you have liquids in the tank, so have a bucket ready! (Be glad its the gray, not the black!).
Hopefully, this will work. If yes, spray some lube on the other valve and also the dump hose fittings. You will see it is much easier to twist on the hose and also the cap.
Hopefully this works! The stick with the notch worked great for me.
