IF.....the problem really IS a stuck ROD, Pblaster should be fine on the metal rod and hard plastic guide for it.
However....we now have a second, very knowledgeable person suggesting that the problem likely is NOT the rod but the valve itself.
But the OP seems to be ignoring that advice.....for some unknown reason.
