It means the outer skin of the sidewall has lost its bond with the substrate (core) to which it was laminated. This can happen for several reasons, but the big worry is moisture in the cavity that causes the delamination to spread and/or starts molding and rot inside the laminated panel (most contain something like Luann plywood and/or foam). If there is significant delamination, I would move on.
