Mine does the same, and I have closed the bypass valve and the outside shower has no hose or shower head on it. So guess, I am looking a pulling the water heater out to check the valve if there is one. If not, guessing from previous answers I got that somewhere the plumbing on my rig has been replaced and put back incorrectly..
