Here's an interesting article from Cummins about their plans to increase fuel efficiency.
They are looking at a 3% improvement for the 2015 ISX 15 engine. The interesting part of the article is this:
"And redefining efficiency, he said, is not just for new products, but also for the many Cummins engines already in use."
That suggests to me that retrofits will be possible. I definitely think improvements are possible, but I'd be very surprised if a simple chip would get you even a 5% improvement.
