Apparently you have lost your ground to the socket which provides the the common ground to both of the filament to the light bulb and this will indicate the dimming of the lights.The ground is feeding through one of the bulbs, it is also possible that one of the filaments split and is touching (some times both filaments will weld together in a short) thus splitting the voltage 12v to 6v at the bulb to both lights and explains the dimming of the lights. you may just need to remove the light bulb and check for possible short.
