I had the same problem in 2003 when I bought a 2003 Bounder built on a 2002 Ford chassis. The BMV was adamant about titling it as a 2002, I simply went to the dealer and told him my bill of sale indicated I bought a 2003 and the BMV says it's a 2002. Now it's up to you Mr. Dealer, either you set the BMV straight or you owe me the difference between a 2002 and a 2003. It is titled and licensed as a 2003. You do not reed a new VIN, this is really standard procedure for MHs at year switch over time. Get your dealer to take care of it.
