Don't quote me on this, but I think the high idle option may be adjustable somewhat via programming when installed. But the "standard" setting is 900-1k rpm.
It's part of the cruise control programming and is controlled via steering wheel controls. No extra hardware is installed, other than the steering wheel controls.
