I imagine that this incident was more complex than a simple accident and required investigations by more than just one agency.
My guess is state law enforcement, as well as state or federal work place safety regulators were there to examine everything from every angle. To investigate if ALL safety signs, barriers, policies and procedures, were properly in place. To see what rules or laws were followed, ignored or broken and by whom (the road crews, the police or the driver of the rv) to find out HOW this happened and so that this NEVER happens again.
Coordination between these agencies to produce a report once all of their reconstruction was complete and all questions were answered would explain why this investigation took as long as it took. I am surprised it wasn't longer than it was!
Contempt for the law has consequences and it will be up to a well qualified judge to find the degree of contempt and balance the punishment but it still won't bring that fine young officer back. I hope you don't think that revenge?
