No he will have no issues at all, the law is only 2 years old and many in Nevada today with RV's over this weight don't even know the new law, most highway patrol don't even know the new change, what I was told when someone goes in to get the new tags for plates on motorhomes over this weight will have to go see the desk and they will inform them of the new DMV law, anyways how would Florida even know Nevada's new law.
The good change in the new law 2 years ago is they dropped the R rating for double/triple tow, any one can double tow with any license as long as your under 70 foot and all 3 total weight is under 26,001 lbs gross weight, I am 100 lbs over with my double tow but am not going to get the new non commercial license, I bet the highway patrol would never know my exact weight..
