The Good Sam rating system is described here: Good Sam RV park rating system If you read it you will better understand how the situation you describe can occur. The first number in the rating is based on whether or not certain specific amenities are present at the park. The second number is based on the cleanliness and appearance of the bath and shower facilities. The last number is based on the overall appearance of the park. The things you mentioned would not necessarily affect any of those three criteria.

Thank you for the link to the Park Ratings. What I could not find (and I suppose there isn't any way to re-rate all the parks every year) is how often the parks are revisited for ratings.
To further describe the aforementioned park. The shower (yes, there was only one) was very dirty and I wouldn't have bathed my dog in it. The fact that no one was in the office during office hours and the park hosts site was not identified. The person who told us to "park it anywhere" was someone walking around when we drove up. All in all it was no where near the high ratings this particular park received. However, in all fairness, this is the first park we have been disappointed in, and we have stayed in hundreds over the years. Just didn't want anyone else to have such a disappointing experience.
