I would do as Son of Norway suggested and look for an independent A/C shop in your area.
Not knowing the construction of the 2007 chassis, but it does seem high. If it's never been serviced since new, it could be low on Freon and not allowing the compressor to kick on. If someone does determine that it is in fact low, make sure they put dye in the system as they charge it to determine where the leak is coming from for the next time.
