I bought a new car out of state a few years ago. All I had was a little piece of paper stuck in the rear window - you could hardly read it even if you walked up to it when stopped. (I was totally legal BTW)
I traveled through three states that way and no one ever looked twice at it. I think as long as there's anything back there he will be fine so I would grab the plates and send him on his way.
