"Rambler"....Many coaches place access points like this in the wheel wells for slides, plumbing etc. Use you jacks to lift the body as high as is safe and then block the body with some supports so it doesn't fall. This will typically give you more space to work. Once you install the new plate use some spray on rubberized undercoating to cover it. Available at your auto parts store.
