On the outside of the windows on the bottom rail, there should be what they call weep holes that the water drains out of the bottom rail through. Sometimes they have little plastic covers 1 - 2" long over them. These need to be cleaned to allow the drainage. Often the little covers pull off for the cleaning. Have you checked these?
