He is wrong on wire size from the panels to the controller for PWM technology and on component quality if we are speaking of the panels themselves. Charging voltage is determined by the temperature of the batteries and an adequate charge controller ought have that feature.
Anyone who installs where a panel can be shaded is not thinking, so that's a rather useless tidbit.
