Are you SURE the AC CB you opened was in fact the one for the Water Heater AC Element ????
Open ALL individual CBs in Main AC Panel
Check that the AC is dead on the element (black/hot---white/neutral)
Then turn on each CB one at a time....which one provides AC to element??
***that should not require a NEW water heater.....it is a wiring problem from AC Panel to the ON/Off Switch in outside compartment
AN ASE Certified Tech should be able to isolate/identify the source of the AC Power!
