Agree with checking breakers as above. Likely one or more breakers mislabeled.
As for smell of hot wiring, there have been numerous reports of burned wires in the junction box on the back of the water heater due to poor wire connections. In that case, no need to replace the WH. Just clean up that wiring and make new good connections.
