I guess you are going to need to tell us what kind of tank you have or post some pictures. Any tank I have ever see has a line that feeds cold water to the bottom of the tank and a line that runs hot water out of the tank. Bypass valves just close a lope so the water flows but not go into tank. When a open bypass valve is left open it allows the cold and hot to mix and only give warm water. Are you sure you are making Hot water or is it not getting hot enough to supply what you need, That could be the thermostat. I have only seen two types of bypass valves, 3 valve and 1 valve.
