I agree with you for URBAN locations. Many cities already have public wifi available. The town I work in has Comcast and TWC wifi available pretty much everywhere. I just log in with my Comcast ID and have all the bandwidth I need while in town.
Rural locations (where most CG's are located) is a different story. IF public wifi is destined for rural areas, it will probably be long after I've left the planet (IMO)....... :E
