The Telecommunications Act was one of the most irresponsible, sneakiest pieces of legislature to get passed in a long time, possibly right up until the Affordable Care Act.
It gave the carriers the legal ability to completely monopolize market areas.
This should have been clear to anyone on Day 1 given that you still only had one company that could provide a dial tone to your home.  
The OP's statement was regarding the technology being available.  It is...as is the bandwidth.  But there is no incentive at this time to lower the price, as there is little or no competition in the bandwidth space.  
As noted in the article, the carriers aren't really competing with each other, they're more like cousins, all sharing in the holiday feast.
