I can see the logic in it. In a state like Fl and AC fails, pet may die. Heat fails, pet is uncomfortable. If the pet was in a s&b in Fl and ac failed while the owner was gone it would be a lot different because the dog could sprawl out on a ceramic tile floor most likely, yet in an RV it would be heck for the pet.
You and I may be very responsible but too many people aren't so you get more rules. Just look at how many people wont pick up after their dog or think it's ok to just let a cat run because it's "natural" for them.
