Well I for one think the underlined rule is a) a wrong interpretation of the law and b) silly. If I have a small dog and want to go to a restaurant just down the road, where pets are not welcome then I can't go. The law was written to prevent folks from leaving their animals and children in a hot car.
The same language applies to no open container in vehicles but beer, wine in the fridge of an RV is ok.
The it's their park, their rule is valid though and one can go elsewhere.
