I'm sorry but regarding your first sentence, no RV park owner has any business including anything in their polices that has anything to do with what takes place outside of their property. If there are rules and/or restrictions for areas outside the RV park, then it's up to the owners of those properties to post and enforce their own rules.
I personally don't want someone else's pet on my property, but I sure as heck can't stop them from walking down the public street in front of my property.
I see by your screen name that you're most likely a RV park owner, and I'm sure you do a very good job managing your park, or parks, but there are many that don't.
It would be nice if all park owners would simply concern themselves with enforcing their rules within their own parks.
Your second sentence I mostly agree with.
