I wouldn't tow without a breakaway system. Saw a Toad in the trees off the northbound side of I-75 in Oct. MH was on the shoulder southbound. With the amount of traffic on 75, they were lucky that the vehicle crossed the N bound lanes and missed everything but the trees.
If a person USES enough safety chains AND cables...the toad may "break loose" but its never going on a trip of its own down the highway
