Ask yourself which causes more damage. Surge or low voltage.
Low voltage causes progressive permanent damage. An autoformer with surge suppression built in may be a better choice.
I always check voltage under load and polarity before I plug in.
Both the Progressive & TRC Surge Guard protect from low/high voltage by cutting power -- effective, but there is a better option.
An autoformer (or voltage regulator) "boosts" low voltage (to a point) so you don't lose power.
I think an Autoformer/Surge Protector combo is your best best.
