I don't know all the particulars to this incident but I do know that on my original installation of my tow bracket on my Saturn, the safety cables attach to the Base Plate not to the car frame....in the event of a detachment of the whole base plate, the safety cables go with it! Now to avert this, I had another cable looped to the frame from the Base plate.
