hHow clean is clean? I have scraped it with a a scraper, wire brushed the residue left sticking to the joint. There is still a thin layer of sticky black residue left from the wire brushing on parts....

Why did you remove it?
If I was putting down more Ebond tape over where I'd pulled it off, pretty sure it sticks to it's own sticky part so I'd clean up what residue I could, then just cover it with new tape and roller it down.
