That is not true. In fact there are many people who have multiple houses and keep vehicles at each house while only claiming one as their official residence. Now only is it legal to register those vehicles in those other states, it is mandatory. If I have a vacation house in Florida and I keep a car there and I live in California, it would be illegal for me to put California plates on that car and keep it in Florida.
