Yes, it’s against the law for a Canadian to enter Canada except on a Canadian passport or other ID.
The same as the law in the US, citizens who hold a second citizenship MUST enter the US with US identification.
There is no ‘way around’ anything. It’s all laid out in regulations and memorandums under the Canada Customs Tariff. Any Canadian can do it.
