It's the Michelin Tire Fleet Tire Program and you can buy Michelin Tires at a discount compared to going to a Michelin Dealer and paying a higher price for the same tire. The only difference that I know of between the two mentioned tires is Michelin makes there tires with soft rubber and Hankook makes a hard rubber tire.
Check the FMCA/Michelin prices before you buy. My dealer couldn't come close to them.
