I don't know exactly why Michelin built a factory in China. My guess would be
1. To better service the Chinese tire market as it is one of the largest in the World.
2. Perhaps to export tires as China is a lower cost labor market.
I would guess 1 is the biggest reason. The reason certainly was not (my guess here) that Michelin thought China was the best place to locate tires to get the highest and most consistent quality. If they were looking for that country they would have put the plant in Switzerland.
It does not change my view that there are significant differences country to country in overall manufacturing quality. I am slowly retiring from the international machine import export business and can give you personal examples of differing standards.
