I think the 16", 19.5" and 22.5" tires are in different leagues and should be evaluated within their own grouping. In 16", here's the one I have experience with:
Bridgestone Duravis - It's a "steel" tire which some others are not. Drives well. Smooth, quiet. Handling? Nothing to compare with. Coming up on 5 years old, no signs yet of sidewall cracking. I cover them when not in use. Available at some of the Warehouse Clubs. Should be less expensive than Michelin
Based on what I read:
Michelin XPS Rib - generally very positive comments
Goodyear Silent Armor - generally positive
Firestone TransForce - generally positive
Michelin LTX Series - mixed reviews - sometimes vague handling - don't seem to age well
Very Personal Remark - It seems to me that tires which are Steel and Rib tend to draw the most positive comments.
