Tire Cover to snug?

Just purchased a 2010 Chateau Citation B+ on the E4500 chassis with new 225x75Rx16 tires. These tires stand 29" and I see tire covers in one group are 26-29". Has anyone found that 29" tire covers on a 29" tire are snug and perhaps should go to the 29" to 32" cover so it fits easier?

    What type of wheels are on your B+. If single rear wheels and basically a flat wheel cover, the 29” would fit. If it has duals on the rear axle, concave, and convex mounted on the front. If so, go with the 29-32” size. The instructions I was give when shopping was to measure from edge of tread to edge of tread over top of the wheel (covers) and studs. Mine with the same size tires, measure 29” on the rear and 31” on the front.
